Every ad you see on Facebook or Instagram sits inside three nested layers: a campaign, an ad set, and an ad. The campaign is where you pick the objective — what you want the ad to achieve, like getting more leads or more website traffic. The ad set is where you decide who sees it and how much you're willing to spend. The ad itself is the actual photo, video, and text the customer sees.
Think of it like a job: the campaign is the type of work you're quoting for, the ad set is the customer and the budget, and the ad is the actual quote you hand over. You can run several ad sets under one campaign — for example, one targeting homeowners in your local suburb and another targeting a wider radius — and compare which one brings in cheaper leads.
